How Science & Technology Are Related
The U.S. has long been the worldwide chief in science and engineering (S&E), but that position is being more and more challenged with China doubtless surpassing the U.S. in total Research and Development (R&D) funding in 2019. Accounting for this changing panorama, the National Science Board (NSB) recently released its Vision 2030 report. It identifies the first challenges going through the S&E enterprise in the United States, the important components of management, and a roadmap for implementing these suggestions and sustaining U.S. leadership in S&E for the next decade.

Nowadays, climate radars are used for meteorological services all over the world to estimate precipitation over large regions at high spatial and temporal resolutions for hydrological and meteorological functions. Weather radar measurements can be utilized to produce short-term precipitation forecasts as much as a number of hours forward (sometimes three–6 h of forecasting lead time) for actual-time flood forecasting and warning. Weather radar measurements can be used with other atmospheric observations to improve the initial conditions of numerical climate prediction models through knowledge assimilation to advance climate forecasting.
It assumes a imaginative and prescient of ambient intelligence (see Figure 1) where we live, work and work together in, and with a digitally infused setting that “proactively, but sensibly, supports people of their every day lives” (, p. 15). Achieving this vision presents significant alternatives and challenges, not least advances in ubiquitous sensing, cognitive architectures, adaptive infrastructure, and privacy by design.
